That's one of the converter schemes that's commonly available here. It's not said to be very efficient, and it doesn't tolerate varying loads like the rotary-type will. They're used a lot for well pumps, and motors that can be slow-started.

As far as I recall last time I looked the compressors were single phase also.

I'll have to give it a once over again and see... yeah would be easier to just buy a single phase machine if I can find one on a deal!

converters are too much $ and waste alot of power, not worth running for something like this.

The reason they used the capacitors and ran it on single phase was for several reasons
reducing the starting torque of the motor so it started slower
many we sold by xetron with 1k or 1.6k vertical single phase IREM rectifier combos
We use solid state motor drive invertors on all our 3phase motors
