I read articles about movies abroad that are doing well and often times they are films that have been around in the states for awhile. This prompted me to wonder when do they get the new releases? Are they bidding for the same movies at the same times as we in the states are? Does anyone know how this works?

It all depends upon the movie and the distributor. AFAIK, more and more films are being released "day and date" with the USA, to take advantage of worldwide publicity over television media (CNN, E!, MTV, etc.) and the Internet. Having a movie playing everywhere at the same time also helps discourage piracy -- fewer people in a foreign country are likely to buy an illegal video if they can enjoy a much better presentation in a theatre now, instead of having to wait for months.

Some delays may occur if prints need to be dubbed, subtitled, or edited for specific countries.

Many US prints are "rejuvenated" after their US release, and sent overseas, saving on print costs at the expense of missing worldwide publicity opportunities.
