Who enforces how a theater functions?

Because a multi-use facility (i.e. one that holds theatrical productions, concerts, etc. in addition to showing movies) cannot obtain first-run films, who dictates what can and can't be shown? A small movie theater utilizing the space for community functions during the week has to settle for second-run?

Any general information on this subject would be greatly appreciated.

"First run" refers to a limited number of films (most from "Hollywood" ) made around the world each year. There are other ways to make money without fighting with the corporate big boys over who gets the first run. Consider classic, foreign, art, specialty or even "sub-run".
