Mike,
This functionality is already built in.
On the home page, users should see a user menu on the right. The first item in this menu is "Your Details."
Click that item, and it will bring you to the "Your Details" screen. There are 3 links across the top of this screen, "Community," "Edit" and "Connections."
Hovering over "Edit" drops down a menu, and the second item in that dropdown is "Update Your Image."
Clicking that will take a user to the image update screen where they can select an avatar from the gallery or upload one of their own (200x500 max, 100K max size)

I was looking for the process in the profile section. Didn't see
